The diameter of the hole on the top side of the metal sheet is created by the punch and will be the same diameter as the punch diameter. You can tell from the marks on the sample that i had a hard time trying to get a punch to work with this thickness. When punching a round hole the hole naturally collapses slightly after the punch tip penetrates the sheet. Back taper can help here. It is still quite pliable but to punch it requires quite a bit of pressure. This rubbing creates more friction and heat increasing the chances for galling.

Once it contacts the sheet metal surface it senses the resistance and drives the punch downward with enough force to penetrate the material. This tends to equalize the sheet stretching of both halves.
